The United States Strategic Command (USSTRATCOM) and Armed Forces Communications Electronics Association International (AFCEA) co-hosted the inaugural 2009 Cyberspace Symposium at the Qwest Center, Omaha, NE on 7–8 April 2009.

The mission of the J9 is to conduct assessments and analyses; execute the NIGHT FIST program; develop and coordinate innovative solutions by leveraging industry, academia, US Government agencies and Allies to improve USSTRATCOM's global warfighting capabilities.

Assessments Division: Lead USSTRATCOM assessments activities. Inform the Commander's decision-making by measuring, assessing and reporting the Command's performance of assigned missions and progress toward achieving his objectives.
NIGHT FIST Division: Scan, assess and match emerging technologies with shorfalls and gaps for USSTRATCOM Lines of Operations(LOO). Provide rapid multi-agency, multi-disciplinary derived solutions to complex warfighter operational imperatives by leveraging the whole of USG, academia and industry.
Mission Analysis and Outreach Division: Leverage innovative thought leaders from industry, academia, USG and Allies to conduct mission analysis and provide actionable solutions to the Command’s toughest challenges in 120 days or less. Lead the Command’s Academic Internship program. Plan and execute the Command's two 1000+-attendee symposiums annually to showcase leadership in Space and Cyberspace Lines of Operation. Drive innovation in USSTRATCOM to improve combat capability.

Originating in 2006, the founding principle for the GISC was to tap the synergies between government and private sector to rapidly provide innovative analysis and planning support to advance the Command’s global missions. The GISC harnessed the capabilities resident among private industry, academia, national laboratories, government agencies, the Intelligence Community and allies to provide unique global strategies, timely courses of action and new operational tools and analyses in support of the Command’s global war fighters. In 2008, as the Command aligned resources to its Lines of Operations, the GISC was tasked to provide operational assessments of our UCP-assigned missions and strategic assessments to support Command planning processes.
